The rapid adoption of cloud-based data warehouses and pipelines has transformed enterprise data management, introducing new governance, security, and compliance challenges. This systematic review synthesizes current literature to evaluate advanced data governance strategies within distributed, cloud-native architectures. Focusing on the intersection of policy enforcement, security integration, and technological scalability, the review identifies key trends such as role-based access control, metadata-driven governance, lineage tracking, and the emergence of AI/ML-enhanced monitoring tools. Through a structured methodological approach, including thematic coding and synthesis of academic and industry sources, this paper reveals a growing convergence between governance frameworks and security automation in response to risks like misconfiguration, vendor lock-in, and fragmented compliance standards. The study also uncovers theoretical and practical gaps, especially in multi-cloud governance, decentralized data stewardship, and data sovereignty. Implications are presented for practitioners, researchers, and policymakers, with strategic recommendations and future research directions that advocate for scalable, ethical, and interoperable governance solutions in cloud-based data ecosystems.
